Seller never responded after "Buy Now" purchase

I bought an item through the Buy Now option, my credit card was charged and the seller never responded to repeated messages and never sent the item. I went into the eBay site and cancelled the order and that is pending. Is there any other recourse for me to get a refund after my card has been charged?

You can not cancel your purchase - you sent the seller a request to cancel.

After the last expected delivery date, but no more than 30 days after the last expected delivery date, go to your purchase history - select 'I haven't received it' and follow the prompts.

The seller has 3 business days to provide tracking that shows delivery, or a refund. If he doesn't, go to your case and click 'ask us to step in'.
