Seller misrepresented location of item
So this seller, [removed by moderator], lists their items as located in Washington state, while in fact they are in BC, Canada. Reporting this to eBay is useless, because the AI they use is not intelligent enough. What to do?

When viewing the item, click the ? in the lower right to report the item. Report the item, not the seller. Reason for report is an error in the listing, then you can select location is not correct.
