Seller misrepresented location
Ebay listing said item was located in New York, USA. Once ordered, it is being shipped from China.

As @krazzykats mentioned, this does happen, especially with some drop shippers. However, that does not make it acceptable under eBay’s Item Location Policy.
If the listing said the item was located in New York, but the tracking shows it was actually shipped from China, the item location was not accurately represented.
If it has not shipped yet, I would request cancellation right away from your Purchase History. The seller can accept or decline the request.
If it has already shipped, you normally cannot cancel it at that point. I would report the listing for Item Location Misrepresentation and wait for delivery. If it does not arrive by the estimated delivery date, you can open an Item Not Received request. If it arrives and does not match the listing, you can open a return through eBay.
