Seller listing in USA, but does not ship to USA. Why is this allowed?
Seller has item for sale on eBay in USA, but sates in the listing that they do not ship to USA. Why does eBay allow such listings. Seller will not even accept any messages from USA buyers.

Sellers registered in the US cannot exclude shipping to the US (it's not possible because there is no option to do so on the item listing form), so this seller must be registered in another country, but has the item shipped from a US location. I don't know what reason he has for not shipping to US buyers, but apparently he has one and he is allowed to do it.
Another possibility is that the seller hasn't set up his shipping parameters. When this is the case, eBay displays a misleading message that states the seller doesn't ship to your location (whatever that is) which implies he ships to other locations when in actuality, everyone who looks at the listing will see that message no matter where they are.
If you post back with the item #, we can take a look.

You can report the listing to eBay using the "?" icon in the lower right of the listing, or report the seller.
