Seller lied about why order was cancelled...

Man, if there is not a problem with an order, everything goes great. HOWEVER, if something goes wrong - there is little human intervention.
I had a seller that cancelled an order without contacting me and said the order was cancelled because of an issue with my address. That is a lie because all other items with my order have been received no problem. The REAL problem is I get $25 back from Capital One shopping if I order from ebay on one order over $100. This cancellation put my order under $100! This made me so mad.
I want to report the seller for lying and I just get an in infinite loop. Any suggestion?

1. Select The seller has violated one of eBay s policies and click Continue.
2. On the next page, enter the seller's ID and select Other.
3. In the comment section, write "Seller cancelled order stating that there is a problem with my address in order to avoid a defect.
Too many defects, and sellers can be restricted or suspended.
