Seller is using a false damage claim to make money off a wrong-item return

Hi! I bought a phone from a seller who sent me a much cheaper phone instead. They had me open the box to take a photo of the phone. I did so, and then put it right back in the box and returned it in the same packaging and everything. The seller then said that the phone had been heavily used and scratched, sent a blurry photo of a scratched phone (might not be the one I sent, honestly they could just use that photo for everything) and deducted hundreds of dollars from my return. I paid for a different phone than the one I received, so the deduction was from the cost of a more expensive device than what they sent.

This is a very neat little scam and I need help getting ALL of my money back.
