Seller is trying to delete my negative review.
I ordered an item and got sent the wrong item. I got sent an item worth ~ 30% less than what I had originally ordered and the seller told me that ONLY if I return the item I will get any sort of refund. In my opinion a partial refund would be fair. The problem with returning the item is that when I am up the post offices are closed. I would have to take time off work to go to the post office and lose even more money to return the item. The seller is trying to get me to change my review/delete it. Is my negative review justified?

Since you received the wrong item, the seller will have to provide a prepaid return shipping label, so you do not have to pay for the return shipping.
When you use the prepaid return shipping label, you can have the USPS carrier pick it up or you can give the package to someone you know to mail it at the post office.
I think your negative feedback is unjustified since the seller is trying to work with you. The seller is not obligated to issue a partial refund just because you are unwilling to make the effort to return the item.
