Seller is Scamming - PLEASE HELP!!

I have purchased a camera from someone base out of Azerbaijan Republic, the item was sent from Pennsylvania, first red flag . Then the item was sent to the wrong address, when i reached out to the seller, he told it had already delivered, second red flag. I was able to ask UPS to redirect the package to the correct address. When it arrived, I got a automotive decal. My option through eBay is to "return incorrect item", to which the seller accepted. I know he's going to claim that I scammed him by returning a different product than the one he sold. I can't seem to find a live agent to help with this issue, is there anything I can do?

If the item is "not as described" you need to start a "not as described" return within thirty days of receiving it. You will have to provide a picture of the item and a couple of sentences of text about the issue.
If the seller does not refund you or provide a return shipping label you should be able to ask eBay to step in after three business days. The process is automated; if the seller does not cooperate at any point, ask eBay to step in after three business days but before twenty-one business days has passed.

Unless the seller is top rated, the seller will have to refund you the full amount.
Past thirty days, you may still have some recourse through your payment method; contact your card issuer for details.
You can avoid many issues by choosing only to do business with sellers that have a proven history of delivering what was described and that do not show signs of being a drop shipper located in a different country than the seller is claiming to ship from.
