seller is offering buyer a partial refund than accepting a return for a damaged light

Question

Purchased an expensive light that was listed as New.  It arrived without instructions, metal screws loose in the carton, and the 20" white fabric shade has large black marks on it.  It looks like a customer return because it is not wrapped in plastic like it came from the factory.  I requested a paid shipping label to return it since it is different than in the description.Seller says he will only provide a partial refund because it was was expensive to ship. Hi @scoutstudebaker  There is only one thing to do: On the 4th business day after opening the 'return request' ... go back to your open request and 'ask eBay to step in'.  eBay will handle the rest. [If you didn't open a return request ... then do that first.]
