Seller is claiming the price I paid is not what my PayPal account was charged

Question

I am dealing with the seller right now that I returned an item. And which they are claiming that I only paid $119 for an item that was charge to my PayPal account of $140.19. He is now claiming that is eBay's responsibility to refund. Plus they charge me $40 for damage that was done in shipping not by me. And they keep telling me to get a hold of eBay to rectify the problem. is this right?

Did you open a Return Request and return the item that way?

Is it possible you paid $119+ shipping + taxes = 140.19?
