Seller has kept money and item that was not delivered
I placed a bid and the ebay system picked an old address. The item got sent back to the seller. Now seller is unresponsive and has both my money and the item. What can I do?

Unfortunately, when the item was Returned to Sender you lost your eBay Money Back Guarantee protection. The Seller is under no obligation to refund you although when they come here and ask about a situation like yours we advise them to refund the item price but not the original shipping the Buyer paid. That shipping money was spent on the round trip that the package took and cannot be recovered.
We also do not advise Sellers to reship the item even if the Buyer updates their account with a correct address because 1) the Buyer has already lost their protection and 2) the Seller loses theirs if they ship it again because when they got it back in the first place eBay considers the transaction complete.
eBay does not pick the address, you do. If you have an incorrect address then you need to update your account accordingly.
The only course of action you have is to file a dispute with your funding source.
The advice that @disneyshopper has provided would only work if the Seller never shipped the item or they shipped it and it got stuck somewhere in shipment and did not arrive by the original estimated delivery date.

Mentor4 days agoGo to your Purchase history and locate the item. Look at the estimated delivery date. When it is at least 1 day past that date, but not more than 30 days past, you can file a refund request for Item Not Received. The seller will have 3 days to respond with either a tracking number showing Delivered or refund you in full. If the seller does neither, on day 4, go back to the case and click Ask ebay to step in, to force the refund.
If it is past the 30 days, you can contact your credit card issuer, if that is how you paid, about a charge back. Most credit card issuers can help for up to 180 days from the transaction.
