In general you use the eBay Money Back Guarantee if the item is not as described or doesn't arrive. There are extra steps if the seller is in another country though.
Another wrinkle is the tariffs. If the sellers ship from location was correct on the listing then you do owe the tariffs.
If the sellers ship from location was NOT correct then PLEASE COME BACK FOR DETAILS.
