SELLER FEES
How do I sell a jacket for $80 and after all the selling fees and label costs I end up with a $48 return but to top it off eBay only sends me $17??? I literally lost money on this jacket. Selling on eBay is the worst thing I could have done. Horrible app.

That sounds frustrating.
Your "available funds" are a running total, so there may be other fees from other listings and sales intermingled. Each payout can cover multiple transactions.
If you click PayOut ID here, it will have a complete breakdown of that Payout:
https://www.ebay.com/sh/fin/payouts
From your gross sales (Price + Shipping, if any + Sales Tax) eBay will deduct
Sales Tax (remitted to the state)
Shipping labels
Final Value Fees FVF
Insertion fees (if any)
Promoted listing fees (if any)
Store Fees (if any)
etc.
Here is a help page where you can learn about selling fees:
https://www.ebay.com/help/selling/fees-credits-invoices/selling-fees?id=4822
All of the deductions should be listed here:
https://www.ebay.com/sh/fin/transactions
And you can look at the breakdown here of your payouts here:
