seller doesn't have item refuses to give refund, just postpones date of arrival of item
Indian seller notifies me they can't send item I purchased, and offers to send me pics of other items. I go to cancel the order and see it says 'it's too late to cancel the order' so I write the seller asking for refund, he replies k, then doesn't refund. He keeps pushing back the date of arrival. I can't reach anyone from eBay to help.
I've had this issue before with an item from India. They kept pushing back the date of delivery until I forgot about it. Months later, I could not interact with the purchase and it closed. So they got my money, and I never received the item and I could do nothing about it.
I think this is the case here. Ebay thinks it's just in transit, so I'm only able to get automated responses. The seller fully intends to keep the money and not give me the item.

Don't allow the seller to string you along.
Check the estimated delivery date shown in your Purchase History. When that date has passed, you have up to 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. eBay will force the refund.
