seller doesn't answer my cancellation request

I request a cancellation because is taking forever to shipping my item ,says it's too late to cancel it but it havenâ€™t been shipping ,I would like eBay step in but it doesn't give me the option to request it,Could someone help me get out of this?

You cannot cancel your order at this point, nor can you ask Ebay to step in, you will have to wait for the item to arrive.

When the estimated date of delivery has passed without receiving the item, you can file a Refund Request.
