Seller doesn't accept returns

I bought Frontline Plus flea and tick meds three pack on the first of this month. I actually received them a couple of days ago. I opened the package to find most of the meds were leaked out in the box and envelope. So I PAID for 3 but only got 2.
I messaged the seller and told them I want my money back for all 3. They responded by saying that the shipment was a rough shipment and that a lot of the items were damaged. But still asked me if they could send me another box instead of a refund. I told them they could only do that if they could find a box that wasn't leaking. That was yesterday. I've not heard anything more from them. I contacted them today and asked if they'd found a box that wasn't leaking and still no response.
HOW do I get my money back when they don't accept returns and refuse to comply ???

If you receive something, but it is not the item listed or damage in shipping, you can open a not as described case to get your money back. You have 30 days from the delivery date to open the case. The eBay money back guarantee overrides a sellers no returns policy for damaged or not as described items.

Go to your purchase history and in the drop down menu for the item select return this item, Select Received damaged item or Doesn't match description or photos for the return reason.
The seller will need to provide a return shipping label if they want the item back. Do not close the return, no matter what the seller tells you, until you are satisfied. The seller does not need you to close it to send a replacement or do a refund. If you close it you will not be able to reopen it. Make sure to monitor any deadlines so you don't miss them.
