I change the Deliver address to APO AE 09720-001

If the seller does not ship to Portugal, the seller may be blocking payments from you based on your primary shipping address location even if you are providing a different address at checkout.
Or the seller may have decided that dealing with you is just more trouble than it is worth, and has blocked you rather than trying to figure out how to handle such an international order.
Sellers are allowed to decide how to do business and are not required to justify or explain their choices.
Find another seller that is willing to ship to your location.
