Seller didn't send computer charger, Ebay no help. Any suggestions?

I purchased a NEW computer with charger several weeks ago. It arrived with the wrong charger. I had to use my phone charger (very, very slow). The computer had other OS, etc. problems which I fixed. I do NOT want to return the computer but I want my charger. I contacted the seller who said he would send the charger but never has. I chatted with an eBay rep who told me the only way to get eBay to intervene was to "start a return" and say I wanted the missing charger. I told the rep I did NOT want to return the charger and was told the "return" route would have eBay then help get me the missing charger. WRONG. All it did was to have the seller say he would take the computer back. So eBay was no help. Does anyone know how to get actual help getting amissing item or are sellers allowed to send a partial order and never make it right?

eBay does not sell anything, unless an item goes through one of their authentication processes they never see the item. The Seller is the one responsible but will only work with you if they are honest ...

I am curious, you said the computer was NEW ... that to me means it would have the correct charger in it and an OS from the factory ...

Doesn't sound like a NEW machine to me or am I missing something???

The computer was sold as "Brand New" and (in the description) included the OEM charger. When I received the computer it had an outdated OS (and a few other software issues) and a charger for another computer. I fixed the OS/software problems since I needed the computer. In my feedback I stated that the computer may not have been new since it had an outdated OS (it also had less SSD than stated). After spending all the time fixing the computer I do not want to return the fixed item for the seller to resell with my labor having improved it. An eBay chat rep told me eBay doesn't intervene in cases where a dishonest seller sends a partial order but to "start a return" and then eBay would intervene to get me the charger. I specifically told the rep I did not want to return the computer, I just want the charger that is owed me. I stated that in the return explanation. Instead of getting me the charger, they sent a return label. I had to cancel the return since it was not getting me the charger. It is very frustrating that eBay allows dishonest sellers to send partial orders and get away with it if the buyer want the part they got.

@fr190385 Not sure where the Rep was coming from, they have NO power to get you a charger once you start a return ... they would NOT reach out to the Seller to ask for one either. Once a return starts you have to ship the item back or the Seller or eBay will close the return on you, period. Buyers and Sellers have to work things out, if they process a return that goes sideways then eBay can step in ... unfortunately, you are at the mercy of the Seller to send you the OEM charger and I suspect they will not do that ... the computer was obviously NOT new from the factory.

@fr190385 Oh they would agree its fraud, but they won't do anything. You can use the Report this item link on that item and that will alert eBay of a problem. If enough Buyers do that to the Seller eBay may take action. Sadly, on some issues speaking with them by phone will only yield lip service, nothing more.

Mistakes happen. All eBay is ABLE to do is guarantee that the buyer receives a full refund upon return of the item at the seller's expense. They have no power to force the seller to send (or exchange) a missing part of the item.

Buyers and sellers are able to negotiate a partial refund between themselves ... but eBay can only deal with full refunds.

I'm really sorry this happened to you, but if you're not willing to return the item ... there's really nothing eBay can do.

So basically, sellers can send a partial order and get away with it if the buyer wants to keep the part that was sent. This encourages dishonest sellers from not sending the entire order. A very bad eBay policy.
