Seller didn't pay
Someone bought my item, and then asked all the pertinent questions and decided he didn't want my item.
By buying my item, he ended the auction, and now I had to pay for relisting it.
Is there some way to recover that money from the buyer? Or at least have his 100% rating dinged?
I'm fairly peeved.

So the buyer hasn't paid. I hope you haven't already cancelled the transaction. This joker needs to learn the consequences of cavalierly stiffing a seller. Wait past four full days. On the fifth day, cancel the transaction, choosing "Buyer hasn't paid" for the reason.
This gets your fees credited back to you, and it awards a non-paying buyer Strike to the buyer. A single Strike won't hurt him. But, if he does this again and gets a second Strike, his buying activities will be severely hobbled. He will be blocked automatically by sellers who have their Buyer Requirements set to block such deadbeats. More and more sellers are setting those Buyer Requirements ... are yours set?
To set your BR's go to https://www.ebay.com/bmgt/buyerrequirements and set them now. I recommend choosing the most stringent options.
eta ~ "if he does this again" means if anybody gives him a second Strike, not just a second one from you.

I have already cancelled it, but I had waited 6 days, and I did click the option "did not pay".
And I'm happy to hear that my fees come back to me.
And yes, I'll set my BRs.
