Seller did not send return shipping label

Feeling stuck: buyer agreed to accept return, told ebay he sent return label, but didnâ€™t. Told me he has done all he will do when I asked for the label. Charged me 14.00 for shipping. How do I get Ebay involved. It has been 4-5 days since buyer

said he provided return shipping label. How long must I wait ?
