seller did not refund money

Question

bought car starter. Returned item to seller, but Ebay did not refund money, no phone answer and claimed the case closed. SCAM. What must I do: File FTC for scam, file small claim court, file SBA.

Nobody ever dod this to me before in US.

Did you file a Return Request on Ebay, and if so, did you use the return shipping label that was provided to you? If you used the return shipping label and tracking indicates that the item was delivered to the buyer, you could have gone back to your return request and asked Ebay to step in to help you receive your refund.
