Seller contacted me telling me to cancel the order after purchase
Within minutes of completing payment, the seller contacted me to cancel the order because they had already sold it. I don't want to cancel it because they have a non-refundable disclaimer and I think this is some sort of fraud method to take my money.
How do I report this to eBay?

The Seller is asking you to cancel because if they cancel instead of you, the Seller will get a serious defect on their account.
I would respond via eBay messaging that you do not want to cancel and you still want the item you paid for. If they cancel anyway and blame you, be sure to report the Seller.
Please update this post if you have any further questions.
Best of luck.

Can I not force the issue to report? They are in possession of my money and are not responding to follow up messages. Seems to me to be cut and dry that they wrote in their message for me to cancel it and that they sold the item to someone else so there is no intention of them completing the transaction. I believe you are correct that they don't want to take the negative impact on their account but I also believe they want me to cancel the transaction so they get to keep my money and not issue a refund, per their listing description.
What is the waiting period from eBay?

eBay has a 30-day Money Back Guarantee for Buyer Purchase Protection. If you go to the Order Details for this transaction, you will see the estimated delivery date. Once it is one day past that date, be sure to open an Item Not Received refund request.
The Seller will have three business days to respond with either a valid tracking number showing it's in transit or a full refund. If they do not respond on time, on the 4th day go back to your request and ask eBay to step in and force the refund.
Do not let the Seller convince you to close your refund request or manipulate you in any other way.
In the meantime, there is a Report feature in eBay messaging. You can Report their message where they asked you to cancel because they are out of stock.
