seller constantly cancels payment transaction

Question

A seller is cancelling payment transactions = for the same relisted auction(s).

Seller reason ... "something wrong with buyer's address" = my address is solid.

I receive ALL the mail, especially ebay parcels = seller does not like $37.00 ...

auction results ----- they want, more. = Seller continues to cancel transactions.

Today's auction = I was winner of that auction. I made payment, and then ...

... seller quickly cancelled payment transaction. And, likely to relist same auction ... next.

And, continue the same procedure ... ? until ? --- they get $50 ??

What to do?

Please advise ...
