Ask the buyer for a few pictures of the item and package, then refund the buyer. Have the buyer hang on to the item and package so it can be inspected. You file a claim with the carrier.
First you handle the problem for the buyer. After that, you can pursue an insurance claim.
Ask the buyer to open a return for an item not as described if he hasn't already and attach photos of the damaged item and the packaging. Then you can either accept the return (return shipping will be on you) and refund when you get the item back, or you can just refund if you want to pursue an insurance claim (in which case ask your buyer to hold onto the item and packaging in case USPS wants the item brought in for inspection).
Obviously this is an inconvenience for the buyer, so understand that a buyer is under no obligation to cooperate with the claim.
