Seller cancels order then jacks up the price of the item
Seller cancelled an order, then increased the listed item's price $100. Does this violate any terms/conditions? How do I find out?

You can't force someone to sell something, but you can report him for lying about the reason for the cancellation.
On this page select violated policy - https://www.ebay.com/help/action?topicid=4022 then select doesn't want to complete transaction. In the box write 'seller cancelled and resisted at higher price'.
