Seller cancelled & relisted higher
seller sent best offer, I accepted and paid immediately
later next morning seller cancelled transaction -reporting item out of stock or damaged- then immediately relisted at higher price point!
do I have any recourse?

No, you have no recourse other than possibly Reporting an issue with a Seller here: Report an issue with a seller | eBay
Sometimes Sellers don't know the value of their items until after they sell. But the reason they gave you actually puts a strike on their Account and has a negative affect on their Seller Metrics.
