If the seller stated Out of stock/damaged, he gave himself a defect. Too many defects and the seller can be restricted or suspended. If he said that you asked for the cancellation or that there was a problem with your address, he said that to avoid a defect, and you can report him/her.
1. Select The seller has violated one of eBay’s policies and click Continue. 2. On the next page, enter the seller's ID and select Other. 3. In the comment section, write "Seller cancelled order stating that.......in order to avoid a defect" .
