You do not have to report a seller when they cancel a listing for being Lost Or Damaged. Using those reasons automatically gives them a defect on their account, and could cause them to pay the final value fee ebay charges.
Usually it is new or very occasional sellers who list an auction with a low starting bid price that do that, because they took ebay's poor advice to Start bidding at a low price, To encourage bidding, which often does not work out well for them.
If a seller closed an auction early they can do that, but they should notify the bidders that they are cancelling their bids. They may be doing that if someone sends them a high offer for the item.
Some sellers may have items listed on more than one site, and they cancel because it sold on one of them.
