Seller Broke Promise About Refund

ivamos-atv promised me a partial refund of $35 for a taillight assembly that has melted that I purchased from him. He asked several times if I received it. I let him know I didn't. Now he doesn't respond. Please let me know how I can get you to intervene. There's proof of the promise in Ebay's messaging along with the several times he asked if I received the $35. Please help me with this.

Did you file a Return Request for a refund?

If not, and it has been less than 30 days since delivery, do the following:

Within 30 days from date of delivery, go to your Purchase History, find the item, and under â€œMore actionsâ€ click on â€œReturn itemâ€ and select the reason for the return. â€œdefectiveâ€œ. Attach a photo.
IF your request is approved, the seller will have 3 business days to either accept the return and provide a prepaid return shipping label OR refund without having you return the item.
If they don't do either, you can go back to your Return Request details 4 business days after you filed the Request and ask Ebay to step in.
