OP5 months agoSeller continues to block me.
Seller has, on tenth day after payment, generated a shipping label. That caused eBay to deny my request for cancellation.
My advice to myself, now, is to demand of every seller immediate shipment. That will start the clock on possible refund, if needed and warranted.

You are protected by the ebay money back guarantee. Just file a not received refund request when the item is late arriving. No need to message the seller.

Look for the last estimated delivery date in your purchase history. You can file a refund request when it is one day PAST the last estimated delivery date . If tracking shows movement I recommend waiting a week or so for postal service delays.
You have 30 days from the last estimated delivery date to file a refund request on eBay.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.
