Seller Bait and Switch About Not Being International
I notified the buyer that I don't ship international, buyer said they weren't international and provided a US address, however, their registered eBay address is international (Thailand). Thus, eBay trying to charge 1.65% fee to ship to them. I have not sent the package yet. What should I do?

Mentor2 weeks agoI believe the actual 1.65% fee is to cover the exchange fee because the buyer is not paying in US Dollars, therefore the funds they pay need to be converted to USD in order to pay the seller.

You should ship. International buyers are allowed to use freight forwarders and you have no way to block them.
You are only responsible for the item until delivery to the forwarder’s address, so treat it like any other US delivery.

OP3 weeks agoPlease bear with me while I try to understand this further. When a listing is setup for only shipping to the contiguous states in the United States excluding Puerto Rico/Hawaii/Alaska, and not International, eBay can charge me a fee for the person using a freight forwarder or an address in the US but the buyer's address is International? This doesn't quite make sense to me.. I would have just went international in the first place.

Yes, that is how it works. It has long been a complaint of many sellers, but don’t expect it to change.
You are correct, there is really no reason not to ship internationally if you use the eBay international shipping program. You are only responsible for the package until received at the hub. After that, eBay takes care of it.
Offering free shipping, I understand excluding AK & HI. PR is about the same as shipping to FL.

OP2 weeks agoThank you for the education. I will add PR and, if able to use the eBay International shipping program, I'll use it moving forward. I guess I'm just eating the cost of this one.
