Seller bait and switch
I purchased a lot of broken iPads(4). The lot included an 8th gen, which is what I wanted mostly.
The seller shipped the items but added a note inside that they misplaced the ones posted that I bought but included 'better ones'. All of the ones sent were actually older. Most were ipad 2nd gen and 1 ipad air from 2013. There was no 8th gen.
I requested a refund and the seller is refusing any refund until I leave a positive feedback. Their words state that I need to leave a positive review and then they will process the refund.
Isn't this against Feedback Policy?
Forcing me to leave a positive before they process a refund because they chose to send me old junk vs what I paid for, to me is totally wrong?
How do I contact eBay? Is my only way to wait the set required number of days?

Mentor1 year agoIf you are entitled to a refund, the seller cannot make the refund contingent on leaving positive feedback or withdrawing negative feedback. Feedback is always voluntary.
If you file a "not as described" return because what you received does not match what you ordered, the seller is required to either refund you outright or provide for tracked, return shipping and refund upon return within three business days. If the seller does not cooperate, the buyer has up to twenty-one business days from opening the case to ask eBay to step in and force a refund.
