Seller backed out of an agreed sale. How do I get him to follow through
Seller freebrids listed a Moen faucet for $38. I looked at the listing. Soon afterwards, I got an email from the seller offering it at $35. I messaged him offering $32. He accepted the $32 price. He said when I was ready to buy, he would change the price. I messaged that I was ready to buy, but never followed through. Instead he ended the listing and relisted for $40. I messaged him, but he has not responded. The automated system is worthless is trying to reach a live agent. Suggestions?

It sounds like the two of you were negotiating through eBay messaging instead of using Best Offer.
There is no need to spend time contacting eBay. They can't help you with this. The seller can change the price of an item at any time until it's sold (or is listed as an auction in which case he has limitations on what can be changed).

It wasn't an "or Best Offer" listing. He contacted me (obviously he knew I had viewed the item) and emailed me an offer with a reduced price. I replied to that offer via messages offering $32 and he accepted via messages. To me, since he initiated the price drop and agreed to my offer, it was the same as if it was an "or Best Offer" listing.
Sellers should be bound by that.

If this discussion went back and forth through messaging without an official offer coming through, your counter offer in response, and acceptance of the offer on the offer page, then the item would have been sold to you and all you'd have to do is pay. However it sounds like that isn't what happened.
Honoring the sale would have been the ethical thing to do, but it sounds like this isn't one of this seller's character traits. Maybe it's a blessing in disguise that you now know what kind of seller this is so you can avoid dealing with him.
