Seller agreed to sell item at lower price, how do I purchase the item at that price?

Hi, I don't purchase much. A seller has sent me an offer via a message on eBay to pay a lower price than what is on the site. It's not an offer that has a time limit and a "Purchase" button. How do I go about paying the price that the seller has agreed upon? They suggested paying the full price and that they would refund me the overpayment. That doesn't sit well with me. Please advise! Thank you.

@ligac_17 The seller will have to send you an official offer at the agreed upon price so that you can accept the offer at that price. Offers are not made/accepted through messages.
