Ordered item item shipped 4/3 contacted seller 5/6 seller agreed shipping time excessive and agreed to refund purchase the outer limit on delivery is 5/23 so none of automated help is available prior to 5'/23.
Seller agree to d I would have refund by 5/11 no refund and no way to contact ebay prior to 5/23
how can I contact eBay for help with refund before 5/23

You cannot file a Refund Request until the estimated date of delivery has passed by at least 24 hours.
