Seller agreed to cancel, but says will refund at his convenience
I ordered a Idech Power Rotary Scissors Super Calmer PRO ASK-V23 from seller ZiZai_01 on 06/21 and when I had not gotten any shipping update by 06/29, I requested that the seller CANCEL the order. The seller informed me he/she sill cancel the order and in the message said that the cancellation will be done at his/her convenience, thus meaning that I will NOT get my refund until the seller decides the timing is now convenient for him/her.
I tried reaching eBay customer service, but with NO success - I could not speak to a live person. In the meantime the seller is basically keeping me hostage with my money.
Is there a way the seller can be FORCED to resolve this matter sooner and be reported to eBay as his/her actions regarding the refund is not acceptable. Seller has also refused to respond to my followup message as to WHEN I can expect my refund.
For others that want to order from ZiZai_01 - beware - that's my advice to you.

The correct action would not be to ask for a cancellation but to follow these steps...
Check the estimated delivery date shown in your Purchase History. When that date has passed, you have up to 30 days to use the option next to the transaction to open a case for an item not received. The seller will have 3 business days to prove delivery or refund. If he doesn't, go back to the case on day 4 and use the option to ask eBay to step in. eBay will force the refund.

The shipping deadline was clearly displayed at the bottom of your eBay cart when you purchased the item.
Also, the shipping deadline is a deadline and does not mean that the item will be shipped 15 business days after purchase.
I accepted the cancellation.
Since the cancellation is based on your convenience, you cannot decide the timing of the cancellation.
However, please rest assured that we will always carry out the cancellation procedure.

If you did not receive a cancellation confirmation from eBay, the seller did not cancel the order.
Just follow the steps I provided once the estimated delivery date shown in your Purchase History has passed.
