Seller account payouts on hold for months! poor communication/help to resolve

Question

my payout funds are frozen, after hours of trying to get help, phone calls, etc. nobody from Ebay ever knew why? or fixed the problem... one person said it was to do with income tax number on file, even tho i get 1099 every year and file taxes, so i sent a W-9 form to ebay to show it matches all records,, never heard anything back? ** it has been 6 Months!! since i got paid, and not one message or e-mail from Ebay !! am i the only one with problems like this? Yikes!
