I won a auction and the seller canceled the order because he started the bid at 99cents and did not get what he wanted on the winning bid. I paid promptly and got a message he was canceling all of his sales because of low bids. I was told Ebay was holding my funds. I was told by the seller Ebay would give me my refund because I did not receive the item. Ebay has to make me wait several day to see if the item arrives. So what's the recourse to receive my refund in a timely manner. I paid in a timely manner.

This seems weird. Normally you wouldn't have to wait and start a procedure to get your money returned.
You were asked to wait until the latest estimated delivery date has passed. Then you have maximum 30 days to report the item you didn't receive. Three business days later, you can ask eBay to step in, if it’s still not solved.
