Mentor3 years agoSecond chance offer is only for an auction that had an under bidder and the high bidder didn't pay or if you have a duplicate identical item to offer the under bidder.
You can send offers to watchers, although the reviews are mixed on how they work. Go to your item(s) with watchers. Click the arrow box next to edit. If the watcher is set to receive offers, you will see send offers in the menu. If the watcher doesn't want to receive offers, you won't see the option there.
