Scammers on ebay
I was scammed by a buyer. I issued a refund and he kept the item without returning it. I basically cant get help from ebays chat and I am unable to contact the buyer now. I was scammed and I will be reporting this issue.

I can think of two ways this commonly happens.
(1) You refunded before receiving the item back into your hands. If this is what happened, the buyer has no incentive to return the item, other than on his honor, and for many people that virtue is in short supply.
(2) The buyer opened a Not As Described case, and you challenged it or otherwise dragged your feet until four days had elapsed. The buyer asked eBay to "step in and help" and eBay refunded the buyer out of your account and didn't require a return. eBay also gave your account a defect for not solving the problem yourself, which resulted in their getting involved.
