If there is no tracking or tracking does not show delivery, and if you are within thirty days of the last estimated delivery date shown at the time of purchase, you should be able to file an "item not received" case with eBay. If the seller cannot provide tracking that shows delivery within three business days, at that point you can ask eBay to step in and refund you. You have up to twenty-one business days from starting a case to ask eBay to step in or else the case ends with no finding.
If the seller does not provide for tracked return shipping, refund the buyer directly or refund once tracking shows the item has been returned to the seller, after three business days, the buyer can ask eBay to step in.
A seller's "no return" policy only applies to "remorse" returns, not for items that are "not as described".
If you are unable to get help through eBay, you may have recourse through your payment method, though you should probably exhaust all your eBay options first since once you go through your payment method, eBay will no longer help with that transaction.
