scammer got away with this
For Halloween last year I bought a felt witches hat. It arrived completely different than advertised. I wanted a refund. The case closed stating I had to return it to the country it came from and then the seller would issue a return. I spent $17.90 to return as told> I just got this item back today undelivered. 5 months later! So, Ebay required me to return to get a refund. The item was unable to be returned. 5 months later I paid for the original product plus paid $17.50 to ship it back and am now out all my monies. How does Ebay assist me now??

It is too late to receive any kind of assistance from Ebay.
Either file a dispute through Paypal (if you used Paypal) or contact your credit card company.
