Mentor2 years ago@richiei_92. Sellers can accept or decline any offer they wish. Not accepting your offer doesn't make the seller a scammer.
Many sellers look at feedback buyers left for other sellers and take that into consideration before accepting an offer.

Higher or lower than yours makes no difference.
