Scammed is allowed in ebay?

I boght a phone, worked for a month or 2 then it got locked from network. The phone was in a financed program and the original owner sold it to me and after just stopped paying it

Of course scamming is not allowed by eBay. However, eBay has no way of knowing if a seller is going to be a scammer or not. Normally you would report the seller by opening an "Item not as described" case. However, this must be done within 30 days of receiving the item. So this is now past the time eBay would get involved. You should be able to go to your payment source and ask for a charge back. There are time limits for this so act now.
