Scammed - How do I contact eBay for a refund

Question

I bought a high end collectible and was shipped a worthless baseball card instead. Can anyone help me fugure out how to talk to a person to coordinate a refund and open a case? All I get are ChatBots and endless circles.

You don't need to speak with eBay to open a case. Here's what to do...

If you received an item that is not as described, you have up to 30 days to open a return using the option next to the transaction in your Purchase History. The seller will have 3 business days to provide a prepaid return shipping label or else refund. If he does neither, go back to the case on day 4 and use the option to ask eBay to step in. They will force the refund.

Be sure to open the item not as described case - NOT an item not received case. You DID receive an item. It was just not what you ordered.
