Scammed by lionparts_powersports
I purchased a motorcycle riding suit for $478 from lionparts_powersports on eBay. It didn't fit so I sent it back. A few weeks later I still had not received a refund so I contacted lionparts_powersports and asked why. lionparts_powersports told me the suit had been returned "used" and it could not be sold as a "new item" anymore. lionparts_powersports offered to refund 1/2 of the purchase price. I asked why and it turns out some dog hair got on the motorcycle riding suit. The suit has velcro all over it and that attracts dog hair just like a lint brush. I said seriously all you have to do is use a lint brush to remove the hair. We argued more, lionparts_powersports said you can open a case with eBay if I want. I followed the instructions and there is not anyway to get help from eBay because the return request was "closed". This seems like a scam. lionparts_powersports knew this would happen he is refusing to refund. So now what can I do?

It is not a scam. The seller had the right to make a deduction from your refund.
According to Ebay: The condition of the returned item is important, so repack it carefully. If you return the item used, damaged, missing parts, or if it gets damaged during return shipping, the seller may deduct an amount from your refund to cover the loss in the item's value. Edited to add: A lint brush will not remove dog hair from Velcro.
