SCAMMED BY EBAY
Bought a DVD through EBAY
A pop-up offer said I could get a $10 rebate by signing up for the phone app
I signed up for the phone app
I went back and completed the purchase - but when I clicked through to check out instead of a purchase review where the offer would apply it went straight to charge my card.
I tried to cancel and the system said it was too early - check back later.
I went back later and the system said I was too late - only the seller could cancel.
The seller refused to cancel - and there is now no way to contact EBAY
What to do ?

Those offers require you to copy the code and use the code in your cart.
It's best to 'add item to cart' then check out in all cases.
eBay doesn't have an incoming phone line for either buyers or sellers. However, you can have eBay call you, here.
