what do i do if its a scam Item no:287506854367
he shipped it and i went to contact him to get item number
and the chat said ebays have a shipping isue and if wint refund got to credit card and dont use ebays backend

That is very much a scam listing and the message is from the scam seller. Beware of deals that are too good to be true, especially from zero feedback sellers.
Sorry your purchase didn't go smoothly. Here's how to get your money back.
Look for the last estimated delivery date in your purchase history. You can file a refund request when the item is at least a day late.
You have 30 days from the last estimated delivery date to file a refund request on eBay.

4 business days after you file the refund request ask eBay to step in and help if the seller has not refunded you.

If it is more than 30 days past the last estimated delivery date then you can file a refund request on PayPal up to 180 days from the date of purchase. OR if you didn't use PayPal at checkout contact your bank or credit card to report that you didn't receive the item.
Once you go to your credit card eBay can no longer help you so be sure to save that option for LAST.
