I recently purchased some cologne from a seller on ebay, it has been more then 1-2 weeks and i have not heard or seen any updates with the status of my order and the seller will not respond to any of my text, i have requested a refund but the seller simply declines the refund request and i’am left without my money or my product. What do i do

Take a second step: ask eBay to step in.
That is part of the procedure for items not received.
