Unfortunately, even speaking to a human was no help. Ebay wants me to pay to cover Ebay's fees (the percentage that Ebay takes from the sale) and Ebay will reimburse me at a later date.... No thanks
And if I don't pay apparently Ebay will just allow the scammer to make a claim against me. Scammer wins!
Buyer paid for shipping USPS (payment still processing) but has no address, "just write down an address boston, MA 02117" . Buyer messaged asking for personal information so they could send me a DHL shipping label.
I tried that but the refund will not process. The only funds available on my account currently is the payment from the scammer. I guess somehow the scammer (Buyer ID cam-2099) has tricked ebay's system into thinking funds are there but actually they are not. I keep getting an email from ebay asking me to update my payment method.
Are there any humans left at ebay that can actually provide support???

Yes, they are trying to scam you.
Cancel the transaction, choose the reason "problem with buyer's address".
